This Law regulates the development, testing, standardization, registration, production, packing, marking and labelling, transportation, use, export and import, processing, rendering harmless, prohibition and elimination of hazardous chemical substances. It also establishes the rules for state and department supervision over such substances. The purposes of the Law shall be: (a) regulate the legal relationship between authorities and natural and legal persons (regardless of the property or organi
