Article 1 shall be amended to add the following wording: “Pollutants shall be considered substances that in case of entry into the environment in a certain concentration shall put at risk human health, state of flora and fauna, material and cultural values. Greenhouse gases shall be considered gaseous pollutants that absorb and re-irradiate infrared radiation”.
