The purpose of this Law shall be to ensure safety of environment in the process of management of tailing dumps and dumping sites. Tailing dump shall be considered facilities for storage or burial of radioactive, toxic and other waste of mining industry. Dumping site shall be considered body of rock and dradge extracted in the process of mining. Management of tailing dumps and dumping sites shall be based upon the following principles: (a) priority of the protection of human life and health, and
