This Law defines the relationship between the State and persons or organizations involved in mineral exploration and removal. Petroleum and natural gas are not covered by this Law (art. 4). All minerals in all locations in Albania are owned by the State (art. 8). It governs all existing mineral licences. Mineral licences may be transferred among organizations (arts. 11 and 12).
