Article 61 of Law No. 8093 is hereby supplemented by establishing new penalties for the infringements referred to in articles 14, 20, 24 and 47-50 of the principal Law, which regard carrying out certain activities without prior authorization by the competent water authority. Article 69, which deals with legal proceedings before water authorities, is supplemented by article 2 hereto.
