This Law establishes the modalities of public purchase, the rights and the duties, and also liability of the subjects of the aforesaid purchase, the modalities of supervision over public purchase and examination of dispute settlement. Public purchase shall be performed through tenders and shall be regulated by contracts. Produce subject to purchase must be certified and labeled with the specification of environmental impact indices, production processes and type of packaging.
