This Law regulates activities subject to licensing. It shall not be applicable to subsoil pertaining to state property and environmental permits (licensing). The following activities shall be subject to mandatory licensing: (a) pedigree stockbreeding; (b) energy production and distribution; (c) management of nuclear materials and radioactive waste; (d) nuclear energy production; (e) processing, recycling, storage, transportation and disposal of hazardous waste; and (f) processing of foodstuffs.
