This Law establishes that transport operators must ensure navigational safety and environmental protection. It provides that transport operators must ensure the safe transport of hazardous and radioactive substances in order to prevent accidents and disasters, and shall mitigate the consequences of any accident or disaster that may occur. Transport operators shall be liable for environmental damages.
