Plant quarantine shall be a legal regime providing the system of state activities directed at protection of the plant wealth of the Republic from delivery and intrusion of quarantine weeds, pathogens of plants diseases and weeds from other states, as well as from a quarantine zone of the Republic. Phytosanitary measures shall be based on scientific principles and shall be applied only to the extent necessary to protect plant life or health. Such measures include: i) a testing, inspection, certif
