This Law states the general legislative and economic principles governing State procurement. Its purpose is to: (a) provide for the rational and economical expenditure of financial resources allocated for State procurement; (b) develop sound competition between suppliers producing goods, works and services meeting State needs; (c) provide a just and non-discriminative approach for participants of procurement proceedings; (d) achieve transparency and public participation in State procurement; and
