This Letter of Instruction establishes that specific restrictions of economic activities on the territory of state biosphere reserves shall be imposed exclusively in accordance with the validated individual regulation on a specific biosphere reserve. The possibility of use of conservation areas of state biosphere reserves shall be established and granted by the regional executive bodies. Grazing can be authorized on specifically allotted land plots listed in the Annex to the validated individual
