This Act amends the Local Government Act in various provisions concerning, among other things: affirmative actions by minority or vulnerable groups; incorporation of local governments; functioning of councils; accountability; the Urban Tender Board; financial matters; and election of Village or Parish Chairperson. A new objective of the Act is to establish affirmative action for groups marginalised on the basis of, among other things, gender.
