The Act provides for the management of irrigation by end-users, like farmers (both land owners and tenantes), by mean of a Water Users'Association set up in every area, that shall have the functions and powers of the irrigation system maintenace, adequate water supply, water planning to prepare an irrigation inventory regularly.
