The purposes of this Act are to (a) make better provision for the recognition of Maori fishing rights secured by the Treaty of Waitangi; and (b) to facilitate the entry of Maori into, and the development by Maori of, the business and activity of fishing; and (c) to make better provision for the conservation and management of the rock lobster fishery. Part I establishes the Maori Fisheries Commission as a body corporate and sections 5 and 6 list its functions which include facilitating the entry
