Any person who has in possession any turtle egg (as defined in regulation 2) shall commit an offence, provided the prohibition shall not apply to any egg of turtle bred in captivity by the holder of a licence granted under the Endangered Species Protection and Propagation Law, 1978, or any eggs taken in accordance with a licence issued by the Marine Conservation Board under section 16 of the Marine Conservation Law. Any person who attempts to take, disturb, molest in any way a female turtle at a
