In extraordinary circumstances and bearing in mind the Republic’s international obligations, the Minister may, after consultation 5with the [parliamentary committees] Council, by notice in the Gazette prohibit the importation into the Republic of any agricultural product or class thereof, or the export of any agricultural product or class thereof from the Republic, or impose conditions, specified in such notice, with regard to any such importation or exportation (sect. 22).
