These Measures provide for the monitoring of pollution sources i.e. monitoring of pollution discharge, monitoring of sites of production, storage, disposal, utilization and discharge of solid wastes, etc. Environmental protection bureaus at all levels shall organize supervisory monitoring of the pollution sources and assume responsibilities specified in Chapter II and be responsible for the establishment of local pollution sources monitoring networks and guide local monitoring work (Chapter III)
