The purpose of these Measures is to better execute the quarantine of entry and exit postal articles; to prevent infectious diseases, verminosis, dangerous insects, pests and weeds, and other harmful living things within the postal articles from being introduced into or taken from the borders; and to protect the production safety of agriculture, forestry, animal husbandry and fishery and the health of the people.
