These Measures aim to promote the construction of a conservation oriented society and promote the conservation and rational use of energy. The Regulations consist of 26 Articles divided into 5 Chapters. The Text provides for the duties and functions of energy conservation inspection and supervision (Chap. II) and implementing measures thereof (Chap. III). Article 3 gives the relevent competent authorities. The Measures further provide for offences and penalties.
