These Measures are enacted to ensure the basic living conditions of rural poor residents and effectively solve the living difficulties of the rural poor. The Measures consist of 40 Articles divided into 7 Chapters: General provisions; Beneficiaries and standards of basic living security; Application, review and approval of basic living allowances; Adjustment of beneficiaries and standards of basic living security; Safeguards and supervision; Penalties; Supplementary provisions.
