These Measures are formulated to implement the Grassland Law of the People’s Republic of China in Qinghai Province. The Measures are divided into 8 Chapters: General Provisions (I); Grassland Tenure (II); Grassland Planning and Construction (III); Grassland Utilization (IV); Grassland Protection (V); Supervision and administration (VI); Legal Liabilities (VII); Supplementary Provisions (VIII).
