This Act stipulates that the Minister, may, by Statutory Instrument and after consultation with the Minerals Marketing Board, declare that: (a) any manufactured or partly-manufactured thing derived from a substance or product referred to in paragraph (a) or (b) of the definition of “mineral” in shall be a mineral for the purposes of this Act.
