Consortia referred to in article 2 of Ministerial Decree of 14 September 1999 must consist of enterprises representing at least 70 percent of fishing vessels which exercise coastal small-scale fishing on their territory. Fishing vessels whose fishing licences include fishing methods not related to small-scale fishing may neither create nor be part of the above-mentioned consortia. Therefore, such fishing vessels may not participate in subsidies granted by the government.
