This Ministerial Decree establishes that workforce and means of the unified state system for the prevention of disasters and mitigation of the consequences thereof shall be as follows: (a) observation and control means over potentially hazardous objects; (b) sanitary and quarantine monitoring; (c) socio-hygienic monitoring; (d) state monitoring over the state and pollution of environment, including atmospheric monitoring and waterbodies monitoring, forest pathology monitoring and radiation monit
