The Government, for the purpose of strengthening state control in the sphere of production and import of ethyl alcohol and spirits (except for beer) and providing for complete revenue and protection of national producers and consumers, decrees to validate the Regulation. The Government decrees that quota of imported ethyl alcohol and spirits (except for beer) must not exceed 20% of their annual national production.
