This Decree states that special permit for emission in atmospheric air of harmful substances and harmful physical influences shall only be issued by the Ministry of Ecology and Natural Resources. This Decree underlines that the special permit is exclusive for the owner and shall not be used by others. This Decree sets forth provisions on procedures for issuance of special permit and duration, enforcement, supervision, limitation, suspension and cancellation of the special permit.
