The Government decrees to entitle the Ministry of Natural Resources with the functions of the authorized institution for carrying out state regulation of in the field of protection of the Baikal lake. The Ministry is entitled to provide for the protection of natural resources, state control over their utilization and reproduction and environmental monitoring in the Baikal lake basin.
