This Decree aims at ensuring efficient use of water resources by establishing limits to water use for drinking, household, medical, resort, health and other needs, as well as in agriculture, industry, construction, transportation and fisheries. This Decree underlines that in case of insufficiency of surface water reserves, groundwater reserves shall be used primarily for drinking and household needs.
