The Premier, for the purpose of improvement of water supply and sewerage systems, carrying out common technical policy in the sphere of water supply and effluent waste water discharge, realization of the national program of immediate arrangements for the improvement of supply of the population with potable water decrees to entitle the Ministry of Housing and Communal Services to set up state institution on water supply and sewerage.
