Article 31 of Ministerial Decree of 21 March 1973 is hereby supplemented. Optical whiteners listed in Annex I to the above-mentioned Decree may be used for the production of packages, tools and containers destined to come into contact with food or substances for personal use. The provisions contained in this Decree shall not apply to paper and cardboards destined to come into contact with such foodstuffs or substances for personal use that have been lawfully produced or marketed in Member States
