The Regulation contains the passport of the Federal Special Program that consists of 6 Sections. The main targets of the Program are the formation and the development on the territory of the Russian Federation of the system of state registration of immovable property and its transactions ensuring state guarantees of the registered rights and the complete information as regards data of registered rights to the immovable property and its transactions. Section 1 determines the state of the problem.
