This Ministerial Decree designates the Ministry of Industry and Energy as the authorized Federal executive body for the industry, fuel and energy complex, and shall be responsible for developing mineral deposits in accordance with production-sharing agreements. The Ministry shall have the following plenary powers: (a) elaboration of the quarterly and annual balance of fuel, oil products and liquid gas; (b) calculation of natural gas; (c) rate setting for the consumption and stockpiling of fuels,
