This Ministerial Decree stipulates that the Federal Supervision Service on Protection of Consumers Rights and Well-being of the Population shall be responsible for: (a) accreditation of testing laboratories authorized to issue quality and safety compliance certificates for flour, macaroni, bakery products and cereals; and (b) state supervision and quality control of flour, macaroni and bakery products and cereals imported into the Russian Federation and destined for state reserves.
