All types of subsoil management and all minerals, including groundwater, shall be subject to mandatory licensing except for small deposits of common minerals pertaining to municipal, private and other property. Licences for subsoil management shall be granted through tenders. Mining of common minerals and of local character, exploration of minerals of uncertain prospects and geological study by government order shall be licensed through direct negotiations.
