This Ministerial Decree establishes the modalities for licensing the operation of chemical plants by legal persons and/or individual entrepreneurs. The Federal Ecological, Technological and Nuclear Supervision Service shall be the licensing authority. Hazardous chemical plants include production sites that process, transform, store, transport or destroy toxic or hazardous substances.
