This Ministerial Decree establishes the modalities of performing state monitoring of the state and pollution of environment, and also the formation of state system and databank of the state of environment and operation of such system. Objects of monitoring shall be atmospheric air, soil, surface water, ozone layer, ionosphere and circumterrestrial space environment. State environmental monitoring shall be performed through the network of stationary and non-stationary (mobile) observation points.
