This Ministerial Decree establishes the modalities of formation of federal reserve stock of subsoil out of subsoil areas that are not conceded for subsoil management. The decision of inclusion of plots of subsoil to the federal reserve stock of subsoil shall be made by the Government of the Russian Federation upon the recommendation of the Ministry of Natural Resources and Ecology of the Russian Federation.
