This Ministerial Decree establishes the modalities of elaboration, validation and correction of investment programs organizations, performing activities in the sphere of water supply and sewerage, including plans of arrangements for conforming potable water with the established standards. Validation of investment program in the absence of validated water supply and sewerage scheme shall be prohibited. Terms of reference of investment scheme shall be elaborated and validated by local government (
