This Ministerial Decree implements the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) of 3 March 1973. It establishes that the import and export of river otters (Lutra lutra), or parts or derivates thereof, shall be regulated by Ministerial Decree No. 1051 on the fulfilment of Russia’s obligations under the Convention on International Trade in Endangered Species of 3 March 1973.
