This Ministerial Decree validates the form of contract on production, transmission and distribution of electric and thermal energy. It specifies that the customer shall be Russian Federation, regional executive body or municipal unit and the concessionaire shall be individual entrepreneur, foreign or national legal person. Plot of land on which energy production works are operating shall be allotted to the concessionaire on lease or sub-lease.
