This Ministerial Decrees stipulates that: (a) hydrographic zoning of the national territory shall be carried out by the Federal Water Resources Agency in agreement with Federal Hydrometeorology and Environmental Monitoring Service and in accordance with the hydrographic zoning methodology of the territory of the Russian Federation; (b) hydroeconomic zoning shall be carried out by the Federal Water Resources Agency in accordance with the hydrographic zoning methodology of the territory of the Rus
