This Ministerial Decree establishes the modalities of organization of commercial registration of water supply and effluent waste water discharge with the use of metering devices complying with the legislative requirements of the Russian Federation. The scope of metering and registration of water consumption and effluent waste water discharge shall be to calculate water charges. Cold and hot water supply to residential facilities and effluent waste water discharge shall be regulated by contracts.
