The Government decrees to validate the Regulation. This Regulation determines the rules of licensing of production of best specimens of agricultural plants and reproduction seeds of agricultural plants destined for trade, as well as wholesale trade of the aforesaid seeds carried out by physical persons (individual business undertakers) and juridical persons. Licence to physical and juridical persons is issued for the following types of activity: a). For the production of best specimens of agricu
