This Order implements the United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol. The Russian systems serve for: (a) assessment of the amount of anthropogenic emissions and absorption of greenhouse gases; (b) annual reporting of information and data; (c) supply of information to the state bodies and local self-government on emissions and absorption. Federal Service on Hydrometeorology and Environmental Monitoring shall process obtained information and data.
