This Order establishes the modalities for auctioning quotas and shares of quotas for industrial fisheries. The Federal Fisheries Committee Quotas shall organize and hold auctions for new aquatic biological resources, withdrawn shares of total allowable catch of aquatic biological resources and shares of quotas for industrial fisheries subject to transfer from one user to another.
