State Committee for environmental protection decrees to validate the Regulation, approved by the Ministry of Finance. A Federal Authority determined by the Government in accordance with the Convention is entitled either to issue permits or motivated refusal within 30 days from the date of application. The royalties for issuing permits must be transferred to the Federal Treasury.
