The Ministry establishes that state biosphere reserve of federal significance “Chernye zemli” shall have the status of state environmental protection, scientific research and educational institution with the scope of conservation and study of unique natural processes, wild animal and wild plant genetic resources, some animal and plant populations, and ecosystems in the Republic of Kalmykia. Reserve shall make part of the international network of UNESCO. Reserve shall have the following purposes:
