This Order establishes that enterprises, institutions, organizations, foreign legal and natural persons carrying out any activity related to nature management on the territory of the Russian Federation producing emissions to the atmospheric air, discharge of pollutants into surface waterbodies and groundwater, and also disposal of domestic and non-domestic waste shall be subject to payment environmental fees in accordance with the established form. Environmental fees shall be applicable to stati
