The Minister establishes that traditional fisheries shall be carried out in the internal sea, territorial sea, continental shelf and EEZ of the RussianОб Federation by the indigenous scanty population recorded in the Register of the indigenous scanty populations. Fishing areas to the indigenous scanty population shall be allotted in accordance with the contract without tenders.
