President of the State Committee for Environmental Protection, for the purpose of protection of marine area, conservation of biological diversity, observance of the norms of ecological safety in the internal sea, territorial sea, continental shelf and EEZ of the Russian Federation within the limits of the sphere of competence of the Committee, orders to set up state marine inspection for environmental protection attached to the Committee.
